印度16岁少女遭性侵后被烧死,罪犯却被罚……仰卧起坐?!

印度的性暴力和性犯罪,相信很多人都有所耳闻。
但它的可怕和荒谬程度,或许还在你的想象之上……
前天,印度自己的英文媒体发了这样一篇报道:

这乍一看,虽然“强奸”与“烧死”两个词分外触目惊心,但毕竟嫌疑人已被抓到,这或许还算得上是个施暴者“罪有应得”的案件结局。
但细读下来,却让人觉得有些不太对劲了……
报道的开头就透露着诡异:
Fifteen people were arrested in Jharkhand on Saturday in connection with the gang-rape and brutal murder of a 16-year-old girl in Chatra district.
上周六,15名犯罪嫌疑人被抓获。这些人涉嫌参与了一场轮奸并残忍谋杀一名16岁女孩的案件。
The girl was set on fire by some of the accused after the village panchayat imposed a fine on them for the crime.
(轮奸)事发后,当地村委会对其中一些嫌疑人采取了罚钱的惩罚措施。惩罚下达后,嫌疑人们烧死了女孩。
……是不是觉得有什么不对劲?
别急,继续看下去:
The victim was allegedly kidnapped by four accused from a wedding ceremony she was attending with her family members on Thursday.
据悉,受害人周四在和家人参加婚礼时,被四名嫌疑人绑架。
She was raped by some of the accused and sent back to her home in Rajkendua village under Itkhori police station in the eastern Jharkhand district.
她被部分嫌疑人强奸,随后又被送回村庄的家中。该村庄为Itkhori警局的辖区。
The matter was brought before the village panchayat by the victim’s family.
该强奸案发生后,女孩的家人去找当地村委会评理。
The panchayat, after discussing the matter on Friday morning, imposed a fine of Rs 50,000 on the accused youths and also asked them to do 100 sit-ups each.
村委后在讨论之后,决定对这些施暴者处以罚款50000卢比(约4579人民币)、并各做100个仰卧起坐的处罚。
事情到这里,就能充分显现出它的荒谬了:
其一,女孩在和家人参加婚礼时,被人绑架
其二,女孩被侵犯后,被施暴者送回了家中,显然施暴者直接和家人打过照面
其三,家人没有当场报警,甚至压根没报警,而是去找村委会要说法
其四,村委会对于强奸犯的惩罚是……罚款几千块,做仰卧起坐。
更离奇的是,施暴者们似乎还对这个罚款+做仰卧起坐的“惩罚”颇为不满。
而他们的表达不满的方式,是把女孩活活烧死……
“The accused men were livid at the panchayat verdict and had a quarrel with its members. Then they rushed to the girl’s house, beat up her parents, and set her afire,” said IGP Ashish Batra. Kerosene was poured on the girl before she was set afire, said a police official.
听完村委会的“判决”,嫌疑人们非常生气,当场和村委会吵了起来。然后他们冲进了女孩的家,殴打了她的父母,还用火焚烧了女孩。
女孩被送进了医院抢救,然而为时已晚。
16岁少女就这样死去。

反复上演的残忍与荒谬
在接受采访时,这位16岁少女所在地区的官员也表示,这个案件很“可怕”,自己很“震惊”,希望案件能有更强烈的社会反响。(...said he was shocked by the “gruesome” attack and called for a strong response.)
可是再怎么“震惊”,残忍侵犯女性且无法伸张正义的悲剧,却在印度一次又一次地上演着。

远的不提,但看近期发生的两起案例,已足够令人震怒。
首先是1月,年仅8岁的小姑娘被多名男子以极其残忍的方式轮奸并杀害……
The girl, from a nomadic community that roams the forests of Kashmir, was drugged, held captive in a Hindu temple and sexually assaulted for a week before being strangled and battered to death with a stone in January, police said.
Public anger at the crime led to protests in cities across India over the past few days, with outrage fueled by support for the accused initially shown by state government ministers from Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP).

只有8岁的女孩,在长达一周的时间里,被凶暴的恶徒下药、侵犯、被用石头重击、绳索勒死,最后尸体被扔在野外……
而更令人愤怒的是,当时的官员对此案件态度消极,甚至一度阻拦警方立案(“...initially tried to block police from filing charges”)。

另一起可怕的案件发生在去年,但上个月有了更令人心寒的“进展”。
去年6月,一个15岁的小姑娘被人轮奸,而施暴者的身份却有些“特殊”……
少女表示去年6月曾遭印度人民党立法委员库迪普•森格尔及其几名兄弟轮奸,事发后当地警方一直拒绝立案。
双方曾发生正面冲突,警方袒护议员一方,并将受害者的父亲送进监牢。
关押期间,少女的父亲遭到毒打并身受重伤。

绝望的少女走投无路,选择自焚。幸而及时获救,没有生命危险。
然而,就在少女试图自焚的第二天,她的父亲被宣布死于狱中……
An Indian man who was arrested after accusing a ruling party official of raping his teenage daughter has died in police custody, prompting outrage and calls for an independent investigation.
The day before the man died, his daughter had gone to Lucknow, the state capital of Uttar Pradesh, doused herself in kerosene and tried to self-immolate in protest against the alleged unwillingness of police to pursue her allegations.

虽然,自2012年震惊世界的“女大学生公交车轮奸案”后,印度似乎对性暴力和性侵犯的打击力度大了一些,最近也提出了“强奸幼女最高可判死刑”……

但是,这些措施对于当下的印度而言,究竟能起到多少作用,还很难说。
华盛顿邮报曾就印度为何性侵案件频发,分析过以下10个原因:

1. Few female police
女警的缺失
In New Delhi, just 7 percent of police officers are women.
新德里仅有7%的警察是女性。
When women do report rape charges to male police, they are frequently demeaned.
当女性向男警官报强奸案时,她们通常会被蔑视。
2. Not enough police in general
警察数量的不足
Delhi, for example, is home to one of the largest metropolitan police forces in the world with some 84,000 officers.

But only one-third are involved in any kind of actual “policing” at any given time, while the rest provide protection services to various politicians, senior bureaucrats, diplomats and other elites.

3. Blaming provocative clothing
具有诱惑性的服饰被指责
There's a tendency to assume the victims of sexual violence somehow brought it on themselves.

In a 1996 survey of judges in India, 68 percent of the respondents said that provocative clothing is an invitation to rape.

4. Acceptance of domestic violence

...domestic violence there is often seen as deserved.

A 2012 report by UNICEF found that 57 percent of Indian boys and 53 percent of girls between the ages of 15 and 19 think wife-beating is justified.

5. A lack of public safety

Even Indian authorities say that the country's public places can be unsafe for women. Many streets are poorly lit, and there's a lack of women's toilets, a Women and Child Development Ministry report said recently.

6. Stigmatizing the victim

When verbal harassment or groping do occur in public areas, bystanders frequently look the other way rather than intervene, both to avoid a conflict and because they -- on some level -- blame the victim.

7. Encouraging rape victims to compromise

In a recent separate rape case, a 17-year-old Indian girl who was allegedly gang-raped killed herself after police pressured her to drop the case and marry one of her attackers.

Rape victims are often encouraged by village elders and clan councils to "compromise" with the family of accused and drop charges -- or even to marry the attacker.

8. A sluggish court system

The country has about 15 judges for every 1 million people, while China has 159.

9. Few convictions

For rapes that do get reported, India’s conviction rate is no more than 26 percent.

There is also no law on the books covering routine daily sexual harassment, which is euphemistically called "eve-teasing."
并且,缺少法律给生活中的性骚扰定罪,仅仅称之为“调戏”。
10. Low status of women
妇女地位低下
Perhaps the biggest issue.
这或许是最大的原因。
Throughout their lives, sons are fed better than their sisters, are more likely to be sent to school and have brighter career prospects.
在印度,儿子的待遇永远比女儿好,并且更容易获得受教育的机会,因此就业前景也更好。
待处理的案件堆积如山,也不知何时才有可能处理完的一天。
而在此之外,还有大量没能报警的案件,因为各种匪夷所思的原因,由受害的女孩们独咽苦果。
印度啊印度……真是女性的噩梦。
